Nepal Police
Introduction
Nepal has to encountered several kinds of natural and human disasters and calamities every year. Earth quakes, floods, landslides, fires, draughts, epidemics, storms, lightning, the air and road accidents, avalanche can be included and many more in the list of these disasters in Nepal. Such natural disasters cause heavy human and property losses in Nepal every year.
However, it is difficult to completely control such natural disasters, we can mitigate possible human and other losses to some extent by proper mobilization and management of available resources cautiously with due respect to potential disaster.
Some concerned government departments and Non Government Organizations since few years have endeavored in creating awareness in an integrated way in order to mitigate and reduce volume of potential natural disasters and calamities since few years.
The prime responsibility of 'Nepal Police Organization' is 'to maintain peace and security; control crimes and carry out investigations' in society. However, the organization has responsibilities in management of natural disasters, rescue of victims and creating public awareness in society.
Police Organization, however, has played important role in people's welfare activities, doesn't seem make a Standard Operational Procedures (SOP) of the natural disasters and calamities. As a result, rescue and management of such disaster has not been effective, scientific and well managed in an expected way in the country.
Thus, Nepal Police realizing the need of proper policy to mitigate natural disasters and well management of rescue operation in an organized way has prepared this Directive on SOP to set up Natural Disaster Rescue and Management Committees from center to local level with in the police organization to mitigate, rescue and manage possible and potential disaster in Nepal. The directive also aims at producing skilled manpower in mitigating and management of disasters and proper mobilization of local resources in rescue operation.
